Household Hazardous Waste Partnerships with PaintCare

PaintCare is reaching out to all municipalities in the state that have a household hazardous waste (HHW) program to learn about your operations and provide guidance on how the paint stewardship program can be incorporated into your current operations. Once the paint stewardship program begins in New York, municipal household hazardous waste programs will no longer be eligible to receive financial assistance from the Department of Environment Conservation for most paint-related expenses.

Program Update

The anticipated start of the New York paint stewardship program has changed from fall 2021 to early 2022. The delays brought about by the COVID-19 pandemic have continued to impact implementation of the new program. PaintCare is awaiting regulatory changes, exemptions or clarification from DEC to allow for oil-based paint collection at retailer sites and solid waste transfer stations, and to determine the rules under which paint will be transported from drop-off sites. Once these are resolved, PaintCare can begin the process to solicit paint transportation and recycling services, recruit retail drop-off sites, distribute contracts to HHW programs, and calculate the costs and fee structure for the program. 

 

We will continue to provide updates and announce the finalized start date once it is known, following DEC’s approval of the program plan. If you would like to opt out of these email updates from PaintCare, please respond directly to this email and we will remove you from the list.
